WHI was established under the Companies Act (Cap 212) of 2002. The primary objective of WHI is to enable employees and members of pension funds to own affordable houses and serviced plots which are aspirations enshrined in both national and international objectives as enumerated in the National Human Settlements Development Policy (2000), Development Vision 2025, and the Sustainable Development Goals:2030 (SDGs).
WHI operates as a fund manager of public servants housing scheme under Real Estate Investment Trust (REIT) and a Collective Investment Scheme (CIS) currently managing FAIDA FUND. In this regard, REIT and FAIDA FUND operations are in accordance with the Capital Markets and Securities Authority (CMSA) Act, the Capital Markets and Securities (Collective Investment Schemes) and Banking and Financial Institutions Act, 2006. Furthermore, the REIT complies with (Real Estate Investment Trusts) Rules, 2011.
Due to its responsibilities that include Fund Management, Property Development and Management, WHI is also governed by other policies and legislation, which include the National Social Security Policy 2003, Housing Policy 2005, Land Policy 1995 and other crosscutting policies.
Whi Funtions
Watumishi Housing Investments (WHI) as a fund manager and real estate developer its main functions are:
- To carry out the business of fund management, operate the Real Estate Investment Trusts (REITs) and FAIDA FUND;
- To implement the Public Servants Housing Scheme (PSHS);
- To construct new buildings, rehabilitation or improve buildings for rental or other purposes;
- To carry out the business of property management, and
- To enter into Joint Venture agreements or an amalgamation with any company, firm or person carrying on business that falls within the line of the company’s objectives.
WHI Core Services
Residential and Commercial sales and lettings
WHI sells different types of houses that address customers’ needs. Depending on the preference of the customer, housing units sold range from 2 bedrooms to 4 bedrooms, detached to semi-detached houses. WHI houses and homes are meant to suit Tanzanian culture as well as the youth lifestyle. WHI made a prior research on the house design preference and hence existing designs reflect feedbacks received from most prospective customers. Under special cases, the customer may suggest minor modifications to existing designs.
REITs Investment services
WHI is a fund manager which primarily manages the fund for the Public Servant Housing Scheme by way of operating Real Estate Investment Trusts (REITs). REITs operate like investment in shares. Currently, all REITs are owned by shareholders of WHI and hence they are not tradable at the Dar-Es-salaam Stock Exchange. However, at the end of this lock-in period which is expected to take three years, REITs will be traded at DSE where the general public will be able to invest in REITs by buying and selling them in the same manner they can buy and shares.
Property Development and Construction
WHI undertakes the planning, development, construction, and management of modern residential, commercial, and mixed-use real estate projects across Tanzania.
